Even though he's not evil in the same sense as Edmund or Charlotte, Governor Wilburn still manages to be one of the antagonists for season one. A boorish blowhard, the governor has an agenda and nothing matters so long as he gets reelected. He even lets a man on death row burn to death in front of our very eyes in a sadistic show of power. We don't get to see whether or not he's reelected at the end of the season, but we do know he fires Gwendolyn.
It'd be nice to see him face repercussions for his mishandling of the hospital, his treatment of the electric chair, and for firing Gwendolyn, even if it is just through humiliation and not murder. Although, Edmund murdering the governor would be somewhat poetic since he was so hellbent on having Edmund face the electric chair.
