First things first, you need to apply your under-eye masks. I used the 111Skin Rose Gold Illuminating Eye Mask ($15). Because the masks need to be applied to clean skin, the liquid eyeliner needs to be the first step in your makeup routine. As someone who likes to do all of my base makeup and then my eyes, it felt a little backward.
You want to angle the eye masks so that the tail is touching the outer corner of your eye — that's your liquid liner guide. Once you have the placement down, it's time to grab your eyeliner.
