It's not every day that you choose "sex kitten" as your makeup inspiration, but then again, not every day is there an Oscars afterparty to attend — nor is your name Hailey Bieber. That's the sexy '90s beauty vibe makeup artist Mary Phillips was trying to re-create for Bieber ahead of the Vanity Fair party on Sunday, and we must admit: she delivered. (The fact that the two exchanged group texts and looked through "some old '90s photos" the week prior, Phillips told POPSUGAR, surely helped, too.)
The one product she credits for achieving that next-day sexy effect: pencil eyeliner.
